Because the USAID-funded Judicial Independence and Legal Empowerment project (JILEP) provides financial support to so many legal aid organizations, it finds itself highly motivated and very well placed to improve the quality of the legal services these organizations are providing their clients. In February and March, JILEP met with six nongovernmental legal aid providers in an effort to gauge their needs. JILEP also drafted two customer satisfaction forms for the organizations to use as a first step in determining the level of satisfaction of their clients. Based upon the discussions with the NGOs and the results of the customer satisfaction surveys, JILEP determined that legal aid lawyers were lacking some basic lawyering skills such as client counseling, negotiation, courtroom communication, and legal writing, as well as more specialized skills such as legislative drafting and jury trial advocacy. Taking these findings into consideration, JILEP developed a plan to deliver lawyering skills seminars to legal aid lawyers over the course of the next two years. JILEP delivered the first of these seminars - a seminar entitled, “The Art and Skill of Negotiation,” on May 5. Future efforts will include workshops on legal reasoning, client interviewing and counseling, legal writing, legal advocacy and legislative drafting.

The European Network of Councils for the Judiciary (ENCJ) unites all Councils for the Judiciary of EU Member States and represents them in the EU. The ENCJ invited Judge Valery Tsertsvadze, the Secretary of the High Council of Justice of Georgia, to attend its General Assembly in Dublin, Ireland on May 9-11. The USAID-funded Judicial Independence and Legal Empowerment Project (JILEP) supported Judge Tsertsvdze’s participation in the event both to encourage stronger ties between Georgian and EU judicial institutions and to give Judge Tsertsvadze exposure to discussions held during the event focused on the development of standards for judicial recruitment and appointment. At the end of the three-day event, in which Judge Tsertsvadze was a very active participant, the ENCJ issued a “Declaration on Standards for the Recruitment and Appointment of Members of the Judiciary” which is expected to influence Georgian legal development in this area.

საქართველოს ადვოკატთა ასოციაციის გაგრძობითი იურიდიული განათლების პროგრამის მხარდაჭერის მიზნით, JILEP-მა საერთაშორისო იურიდიული განათლების ექსპერტი ანტონი ფისერი მოიწვია, რომელმაც განგრძობითი იურიდიული განათლების კომისიას კონსულტაციები ჩაუტარა. 4-6 მაისს, JILEP-ის მხარდაჭერით გასვლითი ღონისძიება ჩატარდა, სადაც ბატონმა ფისერმა და კომისიის წევრებმა განგრძობითი იურიდიული სისტემის მართვის გასაუმჯობესებლად შიდა წესებისა და პროცედურების აუცილებელ ცვლილებებზე ისაუბრეს. განხილულ საკითხთა შორის იყო: კრედიტის მინიჭება იმ ადვოკატებისთვის ვინც იურიდიული წიგნებსა თუ პუბლიკაციებს აქვეყნებს, ასოციაციის წევრებისთვის ჩატარებული სასწავლო კურსების მონიტორინგსა და შეფასების მექანიზმის შემუშავება, ასევე ასოციაციის ტრენინგის ცენტრის შექმნა, რომელიც ასოციაციის კომისიისგან განცალკევებით იფუნქციონირებს.
